rINP16231: Fixes INP-1449 - Recalculate priorities, when new item is added

Test Plan

apply the patch to any project, where PriorityHelper is being used for a custom unit
unregister EPriorityHelper (only if present on that project)
add 3 items to the grid
add new item at the beginning of the list
confirm, that no duplicate priorities were created
add new item in the middle of the list
confirm, that no duplicate priorities were created
add new item at the end of the list
confirm, that no duplicate priorities were created
