- login to Admin Console
- go to Configuration → Website → Regional section
- create 2nd language, but uncheck Copy Labels from this Language: checkbox
- go to Website & Content → Structure & Data section
- in top frame change language into created one (if language selector is missing reload whole frameset)
- confirm, that category names in grid match category names in left frame
