rINP16307: Fixes INP-1508 - Enable non-sortable grid column title wrapping

Test Plan

create la_col_VeryLongTitle phrase with Very Long Column Title translation
in the manufacturers_config.php in IsPopular column definition:
- add the header_block option with grid_column_title_no_sorting value
- set the title option to the la_col_VeryLongTitle
go to the E-commerce → Manufacturers section
confirm, that:
- sorting arrow is not displayed in the Popular column
- title of Popular column was changed to Very Long Column Title
- above title is properly wrapped
