rMINC16234: Fixes MINC-130 - Get next available sub-number during order split from database

Test Plan

in Admin Console:
- create product, that has 5 items in stock
- create product, that has 0 items in stock
on Front-End:
- add both products to shopping cart
- on shipping screen select to ship backordered products separately
- complete checkout the process
in Admin Console:
- approve order
- confirm, that it was split into 2 sub-orders
- confirm, that sub-numbers are -000 and -001
