rINP16243: Fixes INP-1414 - Remove "perm_prefix" processing code duplication in "perm" unit

Test Plan

open admin group for editing in User Management → Groups section and go to Permissions tab
remove add permissions from Administrators section and save changes
open admin group for editing in User Management → Groups section and go to Permissions tab
confirm, that same add permissions was also removed from Users section
