rINP16683: Fixes INP-1737 - Fallback to category title on primary language in Admin Console

Test Plan

login to Admin Console
go to Configuration → Website → Regional section
create 2nd language, but uncheck Copy Labels from this Language: checkbox
go to Website & Content → Structure & Data section
in top frame change language into created one (if language selector is missing reload whole frameset)
confirm, that category names in grid match category names in left frame
