rINP16236: Fixes INP-1437 - DB is changed on local builds

Test Plan

WARNING: Must have /tools/build/build.properties file before doing the test.

create build folder
create build/test_data folder
create empty files with following names in that folder:
- build-schema.sql
- build-data.sql
- build-patch.sql
while being in root folder of In-Portal run phing -f tools/build/build_custom.xml lint command
confirm, that files, created in build/test_data folder wasn't copied to /system folder
