rINP16180: Fixes INP-1424 - Don't call "refreshModuleInfo" twice in a row

Test Plan

install In-Portal with at least In-Link module
confirm, that:
- installation haven't crashed
- it's possible to login into Front-End/Admin Console
- custom field data can be entered for category/link in Admin Console
- custom field data entered in Admin Console is searcheable through Front-End
